Since I noticed your statement "the importance of international diversity....Last symposia in Asia 1999 Mumbai, 1993 Tsukuba...", I have consulted with leading Japanese physicists involved in Tevatron and LHC. Majority of them are rather positive in hosting HCP in Japan sometime 2011 or later. But they need time to prepare a proposal.
